The problem of government which the constitution seeks to solve is how to give sufficient power to the country’s rulers to allow them to govern efficiently and yet be assured that they will not encroach unreasonably on the fundamental liberties of the individual by seizing more power than was intended, or interfering arbitrarily in his way of life. The granting of sufficient power is achieved through ‘parliamentary sovereignty’–the legal right that Parliament enjoys of passing any law it likes. Individual liberty is said to be protected by the ‘rule of law’–the restriction of government action to that authorized by law.
